Cloudy water after 3 days — bacterial bloom?

My tank has been set up for 3 days and the water is getting cloudy/milky. I added beneficial bacteria starter on day 1. Is this a normal bacterial bloom? Should I do a water change or just wait?

Yes, that sounds like a bacterial bloom — completely normal during cycling. Do not do a water change, just let it run. It should clear up in 3-5 days.
